  • 1 lb lean ground beef (93/7 ratio works best)
  • 1 tablespoon soy sauce (low-sodium recommended)
  • 1 tablespoon hoisin sauce
  • 1.5 cups shredded carrots (julienned for easier rolling)
  • 1 cup chopped bell peppers (red or yellow for sweetness)
  • 1 bunch fresh Thai basil leaves (regular basil works if needed)

  1. Heat a large skillet over medium-high heat and add the ground beef, breaking it apart with a wooden spoon. Cook for 5-6 minutes until no pink remains and the beef is deeply browned with small, crumbly pieces. Drain any excess fat, then stir in soy sauce and hoisin sauce until the meat is evenly coated.
  2. Add the shredded carrots and chopped bell peppers to the beef mixture. Cook for just 2-3 minutes until vegetables are tender but still have a slight crunch. Remove from heat and let cool for 8-10 minutes until just warm to touch to prevent rice paper from tearing.
  3. Fill a large shallow dish or pie plate with warm water around 100-110°F. Dip one rice paper wrapper into the water for about 10-30 seconds depending on brand thickness, rotating it gently until it feels like soft, pliable fabric. Lay it flat on a clean, damp kitchen towel.
  4. Place 3-4 fresh basil leaves in the center of the rice paper, then add about 3-4 tablespoons of the beef mixture on top. Don't overfill as this leads to tears. Fold the bottom edge up over the filling, fold in both sides tightly, then roll upward like a burrito, keeping tension as you go.
  5. Repeat with remaining wrappers and filling. Your first few rolls might look messy but will improve with practice. Serve immediately or within 2-3 hours with your choice of dipping sauce such as peanut sauce, sweet chili sauce, or soy-lime dressing.
